Municipal Vulnerability Preparedness

In September 2016, Massachusetts established the Municipal Vulnerability Preparedness (MVP) Grant Program to provide support for cities and towns to plan for climate change resiliency.  In part, this program awards select communities with grant funding to complete vulnerability  assessments and develop resiliency plans to prioritize future actions for implementation.  Available funding varies depending on scope and need, with typical grants ranging from $10,000 to $50,000 per community. An in-kind match of staff time is required.  Communities that complete this program become certified as an “MVP Community” and will be eligible for follow-up grant funding. MVP certification is also expected to improve the community’s competitiveness for other future funding opportunities. 

The process to becoming an “MVP Community” must be directed by a “Certified MVP Provider” to ensure that personnel are properly trained in using the Community Resilience Building Framework.  CEI has four certified providers with diverse areas of expertise to cover the full range of infrastructure and environmental topics that you may encounter during the Community Resilience Building Workshop planning process:

Drawing on our vast previous experience working with municipalities throughout the Commonwealth on a variety of projects, CEI’s Certified MVP Providers will assist you with planning, defining extreme weather and climate change impacts, identifying community vulnerabilities and strengths, and identifying and prioritizing opportunities to reduce risk and build resilience. In addition, we have full in-house support groups providing GIS, CAD and modeling to enhance our efforts.

Additionally, if you have already completed the process of assessing vulnerability and planning for climate change through another process, such as through the Hazard Mitigation Grant Program (HMGP), you may be eligible to receive designation under the MVP Program.
