Comprehensive Environmental Inc. (CEI) is a civil engineering and environmental consulting firm incorporated in 1987. There are four principal owners of the firm and many other employee owners. The operating board and primary ownership includes three registered Professional Engineers and a water quality specialist.

As a civil engineering and environmental science firm, CEI works for municipalities, industries and other corporations. Our experience broadly covers water supply, wastewater, flooding, water resources, stormwater, construction review and inspection, roadways/transportation, parks and recreation, solid and hazardous waste.

In essence, CEI provides a full array of civil and environmental engineering services – professionally, thoroughly and comprehensively. More than 70% of the firm’s revenues are derived from public clients, while private clients comprise the remainder. Although the firm is a registered WBE/DBE/small business in most New England states, less than 10% of the firm’s annual revenues arise from set-asides for this type of work since nearly all of the remainder of our work is for repeat clients. CEI’s offices are conveniently located in Marlborough, MA and Merrimack, NH with a new office now opening in Connecticut. The firm provides comprehensive services to the entire Northeast United States.

History

Comprehensive Environmental Incorporated (CEI) was established in 1987 by Ms. Eileen Pannetier, a businesswoman, biologist and nationally recognized water quality expert. With years of successful consulting experience behind her working for a national firm, Ms. Pannetier started CEI with the notion that customer service and professional ethics are more important than the bottom-line and that employees and clients deserve better.

With a handful of loyal clients and dedicated staff, CEI expanded in the late 1980’s with the addition of Mr. Richard Cote as Vice President and Manager of Civil Engineering and Remedial Services, bringing a unique focus to CEI’s already growing list of services and clientele. As the company grew throughout the 1990’s, CEI established a presence as one of the area’s most innovative and comprehensive civil engineering and environmental firms.

CEI continues to grow, surviving one of the region’s worst economic downturns without laying off a single employee, and has flourished into one of New England’s leading engineering and environmental firms. CEI’s focus on satisfied clients and sound engineering practices has allowed the firm to remain independent and resourceful with the ability to hire and create jobs while maintaining the job security that allows CEI staff to thrive.

CEI currently has offices in Massachusetts, New Hampshire and is now opening a third office in Connecticut. CEI is still lead by Ms. Pannetier with the help of Mr. Cote and the addition of two other principles, employees promoted from within. This leadership is the driving force behind CEI’s expertise and success in water supply, wastewater, stormwater, transportation, water resources, hazardous waste engineering and environmental consulting services.

Over 20 years have passed since Ms. Pannetier and CEI assisted their first client – CEI is still serving that client – and many, many more satisfied customers and employees.
